HERALD strengthens its public business law advisory and litigation practice with the appointment of Martin Tissier as Partner

HERALD announces the appointment of Martin Tissier as Partner, a strategic addition that supports the growth of its advisory and litigation practice in public business law, while further enhancing the firm’s offering in international infrastructure projects, alongside its Finance and Corporate teams.

With more than twenty years of experience, Martin Tissier primarily advises on public procurement law and economic regulation, particularly in network industries (electronic communications, energy, public transport), as well as in the aeronautics and defence sectors, both in advisory matters and in litigation before administrative courts, judicial courts, and independent administrative authorities. He also assists clients in matters relating to State aid, mixed economy entities, local government law and their public institutions, as well as urban planning and environmental law. He further advises local authorities and private operators in their interactions with the public sector.

Prior to joining HERALD, Martin Tissier practised at leading law firms such as Bird & Bird, before joining Bersay as a Partner in 2018, following the establishment of his own public law boutique firm, B.O.T Avocats, which he led from 2010 to 2018. He advises a diverse French client base, including public sector entities, economic operators active in connection with the public sector, electronic communications operators, and institutional investors.

The arrival of Martin Tissier, together with associates Guillemette Brière and Dimitra Tzitziou, enables HERALD to structure a fully-fledged practice group with a view to accelerating its development.
