The Public Business Law Department provides its clients with recognized expertise in administrative law and public business law, both in strategic advisory matters and in litigation. The lawyers in this team assist local authorities, public institutions, as well as private operators interacting with the public sector, across a broad range of issues relating to public and regulated activities, including public contracts, economic regulation, and institutional matters.

Drawing on its strong command of regulatory frameworks and regulated sectors, the department delivers strategic and operational solutions to secure both public decision-making and private investment decisions in all projects and activities involving public authorities.

Public contracts: Public procurement, concessions, partnerships, public service delegations, and financing of complex infrastructure projects.

General public law: Administrative and constitutional law, civil liberties, public finance, public authority liability, local authorities.

Public sector governance: Local cooperation, State–local authority relations, legal status, governance and financing of local authorities and public undertakings (local public companies, mixed economy companies, including single-operation entities).

Economic regulation: Regulated sectors, State aid, relations with national and European authorities, tariff litigation.

Electronic communications law: Regulation of all types of networks, including fixed, terrestrial wireless (fixed and mobile), satellite, submarine, closed or open networks. Litigation before regulatory authorities and administrative and commercial courts. Infrastructure projects in France and abroad.

Digital law: Processing and sovereignty of data generated by public and private entities managing public services. Regulation applicable to data centres. Construction and operation of data centres.

Energy law: Infrastructure projects for production, transmission, and distribution. Tariff regulation. Electric vehicle charging infrastructure and energy storage.

Social and solidarity economy: Establishment and operation of cooperative structures. Public procurement reserved for certain economic operators.

Urban planning & environment: Planning permissions, classified installations, and environmental litigation.
